Shreve studied at Cornell University School of Architecture. He was a member of the firm of Shreve, Lamb & Harmon, whose works included the Empire State Building, military and naval installations, and public and private housing projects. He was the director of the Slum Clearance Committee of New York in 1933, president of the American Institute of Architects from 1941 to 1943, and a member of the Royal Institute of British Architects. He established the Shreve, Lamb & Harmon fellowship at Cornell University.
